Agent Jiang was processed in Norfolk after his apparent defection from China, after he jumped overboard from a merchant ship. He also had a contact there before the Great War.[1][2]

Norfolk is mentioned in the Fallout 3 add-on Point Lookout, and another mention appeared briefly during the Fallout 76 update Skyline Valley PTS in the Presidential Bunker beneath the Brown House, being made inaccessible shortly after the bunker's discovery.[3]
