Low Road Franklin is mentioned only in the game's credits, stated as being voiced by actor Avery Kidd Waddell. Franklin does not appear in-game and was cut from its final release. Several AI packages with Railroad prefixes meant for Franklin still exist in the game's files, as well as a voice type that is now used by High Rise. This indicates that Low Road Franklin was High Rise's original name, or he was meant as a replacement for Franklin and the scripts simply maintained Franklin's name.
