2nd Lieutenant James Kord was an officer stationed at Site Alpha before the Great War. To ward off unauthorized personnel, he posed as Jackson, a hillbilly living by a lake.

Kord was assigned to dissuade the residents of Appalachia from investigating the entrance to Site Alpha, a missile silo hidden underneath a shack by a lake. However, he was frustrated and bored with his position, commenting that if he saw another lost hunter, he would "put a cap in him" himself.
He encountered Dr. Frank, a biologist looking for his lost test subject Fluffy and told him with adamance to leave. Kord had seen Fluffy, noticing its strange gait and noises, though he was not aware that the mutated bear was the test subject Dr. Frank was searching for.
He also encountered Ranger Grace Unger, though he told her about sightings of the bear and nothing else. Unaware that Kord was active military personnel, she considered requesting a warrant to search his "property."[1] Kord eventually requested permission from his Army superiors to hunt down the bear, but he was denied.[2]
