Gouger, and Bull, are associates of Vadim Bobrov who are not overly concerned about the ethics when making money. Inciting or participating in violence, kidnapping, or simply throwing a bar brawl are not below them.

Confidence Man: Gouger, together with Bull, is hired by Vadim Bobrov to throw a fight with Travis Miles to boost his confidence. Vadim's failure to pay swiftly sees him taken hostage to Beantown Brewery, where Bull can ultimately be killed by the Sole Survivor and Travis.

Gouger can be killed during, or immediately after, the bar fight without anyone becoming hostile. However, Vadim Bobrov will express his distress at this outcome upon talking to him.
