Background[]
Before the Great War, Galveston was the destination of "Shanghai Sally," an alleged Chinese spy, for her escape from the United States. Upon reaching the city on July 17, 2072, she was identified by a Red Rocket gas attendant. She stole a speed boat along the coast and sped off before being attacked by heavy ordinance from the USS Wade, leaving her dead and the speed boat a pile of charred remains.[1]
