Dallas was a scientist working on the Vault-Tec: Among the Stars project in Nuka-World, where people entering the exhibit would be tested on with various forms of radiation.

Luis Bateman, the project lead, eventually started testing other scientists as well, including Dallas, J. Hodgson, C. Grunner, R. Langston, and Bartlebee.[1]
