The clown is a roly-poly toy made in the likeness of a clown.

Ten can be found on the roof of the Red Rocket station outside of the abandoned Bog Town, arranged like bowling pins.
Three can be found in the Atlantic City Boardwalk.
One can be found next to a radio on the second floor of the ruined apartment building halfway between Summersville Dam and the Charleston Capitol Building.
One can be found on the upper floor of Bolton Greens, on the top bunk of a bunk bed.
One can be found at the Watoga Underground, in the final shopping plaza where the Claw is encountered, on the bottom floor, near the support beam, on the ground, on the right of the spiked stairs.
One can be found in the crib at the house across from Wilson Brother's Auto Repair.
One can be found in a second-floor bathtub at the Aaronholt homestead.
