Carl was an associate of Doug prior to the Great War.
Background[]
Carl and Doug managed to get ahold of a set of power armor and stored it underneath the western end of the New River Gorge Bridge. Though Carl tried to find a buyer for the armor, Doug routinely would take it "out for a spin" and inevitably scratch and dent it. Carl took Doug's key to prevent him from taking the armor out again while Carl tried to sell it during a deal on a ride at Camden Park.[1] However, the war prevented their deal from being concluded. Both Carl's and the buyer's skeletons can be found on the ride as of 2102.
