I'm trying to setup a template to do something akin to what Statblocks are in D&D 5E, and I figured I'd pick up one from the community. And I did, but I needed to tune some stuff.
When I went into source editing, though, it really confused me; What language is this?
Reading online, it seems that the coding used throughout fandom are mostly HTML, CSS, JS, Lua, Wikitext/MediaWiki. However, None of those are written the way the Templates i'm finding are.
I get that they're mostly CSS or CSS alike; Here's a snippet for example:

And okay, I get that "Style" and its parameters are standard HTML/CSS stuff for example.
But what are the Pipes? What does the + and - sign mean? Why do some lines start with exclamation marks instead of Pipes? I tried to bruteforce some code to see if I could rationalize what it does, but I didn't get it.
The main problem is that I can't figure out what language this is supposed to be; I can't even find tutorials or explanations anywhere of how I'm supposed to code on this. Can anyone tell me what to search for?
