Julia Massimino

Executive Vice President of Government Affairs

Julia Massimino leads ITI’s government affairs team, which focuses on U.S. policy advocacy in Washington, D.C. on behalf of ITI member companies. Under her leadership, Massimino’s team builds trusted relationships with members of the legislative and executive branches and work together to advance policy initiatives that promote a healthy innovation ecosystem in the United States.

Prior to joining ITI, Massimino was the first in-house Senior Vice President of Global Public Policy for SoundExchange, the largest neighboring rights organization in the world. There, she led the organization's policy and advocacy efforts, including a successful campaign to enact the Music Modernization Act. She also managed the MusicFIRST Coalition.

Massimino started her policy career as a Legal Fellow for Senator Edward Kennedy’s (D-MA) on the Senate Judiciary Committee. After earning her JD and MPA, she served as Legislative Counsel, and later Chief Counsel, to Representative Howard Berman (D-CA), providing counsel on matters before the House Judiciary, Energy and Commerce and Education and Labor Committees. She also served as Special Counsel to Representative William Delahunt (D-MA). Notably, she helped draft and execute legislative strategy for legislation including the DREAM Act, the Civil Liberties Restoration Act and more. Later, Massimino served as Majority Counsel on the House Judiciary Committee, where she was lead counsel on federal courts for the Subcommittee on Courts, the Internet and Intellectual Property. Following her role on the House Judiciary Committee, she served as Representative Howard Berman (D-CA)'s Chief of Staff and Counsel, where she led complex coalition-building on legislation such as the DREAM Act and the Fraud Enforcement and Recovery Act.

Massimino was born and raised in Dallas, Texas. She attended Trinity University in San Antonio, earning her BA in Political Science and Urban Studies, and the University of Texas, earning a JD from the School of Law and her MPA from the Lyndon B. Johnson School of Public Affairs. She is co-president of the House Chiefs of Staff Alumni Association and a board member of The Ellington Fund.
