Does this mission really start if you become hostile to BoS with Institute or Railroad quests?[]

So does this mean that at the end of Underground Undercover, you could just go to Preston and kill the brotherhood from the Castle, instead of returning to railroad HQ and fighting them in the catacombs & then doing rocket's red glare?

Update: It has come to my realization that perhaps that only means one has to have completed one of those missions to be given With Our Powers Combined post-Nuclear Option. Ok. That makes sense, I guess.
