Shouldn't it be noted that when you enter the switchboard the Covert Action is automatically played on loop?
Fallout 4 The Switchblade Map Error[]
The main room of the Switchboard features a map of the world. It is a current 2010's map, showing the real world countries and borders, like all of the former Soviet countries as independent and Canada as an independent country. In the fallout universe the United States annexed Canada and the Soviet Union still existed, so the map is displays the real world instead of the fallout universe. Directional instructions to the drainpipe[]
The drainpipe hardly overlooks a puddle. It is much MUCH closer to the train wreckage that is south of drumlin dinner for a start, if you stand on top of the drainpipe you wont even see the puddle you are referring to until you start walking down the crevice-like path, only THEN will you see this puddle.
Better instructions would be to head to the train wreckage south of Drumlin dinner, stand by the carriage that is on its side and walk, literally 2 seconds, south east towards Lexington and you'll be standing on the pipe. I gave up looking for the pipe using the instructions presented on this page and found a video showing you how close it really is to the train wreckage
