This is the type of quest that derrogate a lot FO3, pretty much like Dunwitch Building.
That's it, a hostile guy and some machine to make "Wander Mole Rat Meat"??? Why don't give the quest a meaning, instead of "go to that location and kill someone"? For example, in his computer you find information that he only are paying the raiders for mole rats and security, he's not one of them and for the writings he don't like them. So, you have to protect him and scort him to Megaton or Tenpenny Tower, when he will set up shop and you can buy meat and some medicine from him (since he's wearing a doctor clothes). Or Big Town, since the settlement lacks everything to grow by itself, who knows, help him to feed the poor in the Wasteland (like Arafu)?
I played FO3 countless times and always forget to check Jury Street Metro Station, wish I hadn't remember to do it.
