I checked the chance for ricochet awhile ago on fo4edit and it was 1% for rank 1 and 2% for rank 2 for semi auto weapons. For fully auto weapons it was 5% for rank one and 7% for rank two. There is a condition for the enemy to have either 100hp or less and/or be at 40% health or less.
There was no information about chances increasing from having lower health so i don't think player health matters. --Reflexes18 (talk) 03:44, December 18, 2015 (UTC)
