Possible bug: On PC, the entire Red Death adventure, from after leaving on the boat until returning on the boat was totally pitch black. Swimming would show what was below the water, and pipboy and menu functions were normal, but there was nothing but pure black above the water. Holding down your VATS key, then cancelling VATS will allow you to see again, although you will need to swim to the location you are meant to be. Just follow the quest marker.
