I just found this mod available from a Traveling Merchant stationed at the Mohave Outpost. I don't know how randomized the appearance is, but this means that these mods can be found if you are on bad terms with Silver Rush. I suspect the same is true of other mods thought to be unique to Silver Rush, but I will only add them if I encounter them in my game. (71.214.203.118 01:56, October 7, 2011 (UTC))
