Well, I'm literally running a pipe bolt-action rifle with both rifleman and gunslinger perks, and it's being affected by both of them. Same goes for the pipe revolver rifle. To further prove this, pipe bolt-action rifle and pipe revolver rifle weights are reduced by Packin' Light, increases speed with Gun Runner, increases range with Crack Shot, and works with Modern Renegade.
At least do some testing, come on.
