Exact Requirements for Minutemen Appearance[]

What are the exact requirements for the Minutemen showing up instead of Gunners? I'd completed both "The First Step" and (only) one generic "Raider Troubles" and still had Gunners. Would I have to had completed "Taking Independence"?

Taking Independence must be started, but doesn't have to be completed. Looking at the scripts, it seems the Minutemen should show up when Taking Independence is in your quest log (completed or not).

without alienating the minutemen?[]

I'm trying to free the slaves without alienating my local police. Is there ANY way this can be managed? XBONEDrMrsTheMonarch (talk) 03:24, June 9, 2017 (UTC)
