This is purely speculative so it doesn't belong on the main page (apart from the fact that it deals with content not actually present in the game anyway), but had the Overseer's notes actually appeared in-game, the intent may have been to act as a cover-up for the EEP programme: much easier to deal with awkward questions if records show that the people in question "never existed"...
