Spawning level?[]

Just noticed today that after retrieving Morale's body 2 heavy troopers spawned guarding Colonel Hsu's office. I'm at level 15, i haven't found them anywhere in game before at any level outside of Hoover dam though. Should this be added to appearances section?

Since the latest patch I found out, with living anatomy that the Heavy Troopers health was raised to 440, Also I'm 40 and own both DLC's.
