Probably a bug: In my game, Winlock spawned on top of the top-most floor, over the layer where the other gunners are. There seems to be a exit for the elevator, however, even pressing every elevator button does not let it stop there. I could only reach this position by jetpack. It's not a bug - you have to go behind the shack of the gunner commander. It seems like a dead end, but follow the road till you find the place where the upper road (the top-most floor) collapsed on the lower one (where you had to fight the assaultron). Climb up the rubble, and just follow the marker. You will have to jump over the cracks in the highway, but it is totally doable, even without power armor and jetpack :]

- And you know that how? After all, the elevator already has two stops, no elevator I am aware of in this game has three (thus always only one button suffices), so I think it's highly unlikely that this one is the sole exception. Also, after 500h of playing, I remember quite a lot of bugs and glitches and crashes, but none of them elevator related.
- As for the OP however, I had both targets spawn on the normal area, and also had that happen with every visit I gave the raiders. Considering that there is absolutely no loot up there, I doubt that this area was meant to be necessary to visit. --93.232.188.123 22:18, April 7, 2016 (UTC)
