Requisite Level[]

Can someone please confirm what the required character level is to equip this perk? I'm doubtful it's level 5 or 3, because I'm fairly certain I was able to pick this for my first card when I hit level 2 in the training area of Vault 76. --Sir Duckyweather (talk) 20:21, 5 November 2023 (UTC)
