You do NOT necessarily keep the fight off the streets; You need only trick Lorenᵶo into starting the fight. My personal preference was always to barrow as much money as possible (I really do not remember how much this was, this site says it’s 1,000 caps and that seems right to me), kill DECKER, then attempt to repay the loan- Pestering Lorenᵶo until he calls the goon squad, then kill them all. They ten started the fight, and you were merely acting in self-defense.
