Free Settlers[]
For what it's worth I cleared this location at the behest of the settlers at Nordhagen Beach. After telling them, and fast-travelling back to the Manor, it had two free settlers. They talked about hearing a beacon, but I hadn't constructed one either at the Manor or the beach. I don't know if this is a quirk of the location, or of "clear the location" quests, or of Fallout 4 in general. 143.159.185.198 18:33, March 24, 2019 (UTC)
