This could be a reference to TES, right? Considering, Thieves' Guild.

Well, Thieves' Guild is a pretty generic term tbh. And the Loxley - Gray Fox thing is unlikely in my opinion; after all, Fallout predates Oblivion by almost 10 years. -- Porter21 ^(talk) 07:12, 15 May 2009 (UTC)

The Elder Scrolls: Arena (their first game), predates Fallout by 3 years.
