Key to the safe[]

On PS4, the key to the safe (where the magazine is found) seems to spawn on the welcome counter after completion of Act 2. Is this true across all platforms?

Bug : Paladin Danse will just say "Watch your fire, we've got hostiles" and will not start dialogue. Pridwen has spawened but have not investigated. Modded game but nothing intended to do anything with the brotherhood or danse.
