The surgical tools are a relatively expensive item used to operate on Caesar's brain tumor for the quest Et Tumor, Brute? They must be used in conjunction with a doctor's bag. They can be stolen or bought for 999 caps at the New Vegas medical clinic.
Location[]
The tools can only be acquired from the New Vegas medical clinic, either by purchase or stealing from the room directly adjacent to the front entrance, from the first aid box on the stretcher. The surgical tools won't spawn in the first aid box or in Doctor Usanagi's vendor inventory until the quest "Et Tumor, Brute?" has begun.
