Steven was Eddie Winter's cousin.
Background[]
Steven's cousin was a high profile crime boss in Boston before the Great War who was arrested for a myriad of capital offenses. In a plea deal with the BADTFL, Winter agreed to incriminate his associates. His cooperation with the district attorney granted him immunity from prosecution for his crimes.[1]
One of these associates was Steven, who had shot a police officer in the face with a shotgun. This angered Eddie, who talked about Steven in a holotape to his girlfriend Claire Pozinski, saying he would not take him on their trip to Ireland. He also said that, for all he cared, Steven could rot in an abandoned fishery on Union Wharf.[2] In creating this message, Eddie subtly implicated his cousin in the murder and also revealed his location to the police.
