Ryan Penning was a manager working at Starport Nuka in Nuka-World before the Great War.

Background[]

Penning managed the Starport Nuka attraction in the amusement park. They sent a series of messages, first to Peyton Huxley, executive assistant to John-Caleb Bradberton, and then to the CEO himself, stressing the critical importance of freeing up resources for the maintenance.

Penning reported a variety of minor control malfunctions with the older-model robots in the Galactic Zone to upper management. He was worried that eventually, Star Control would lose connection with these robots. His opinion was that the hardware was too far behind the software to have Star Control run the entire attraction. He continued to say that it is of the utmost importance to shut down the Galactic Zone and do a major overhaul before they had a catastrophic failure.[1]

Alongside the issues with the software, the increasing strain of limited staff began to have an impact on Penning's technicians, Mark Reisman and Ingrid Suvenstein. Mark expressed his frustration at the situation, telling Penning that he was on the verge of quitting. He reported that just that day, six units went offline again, and fixing each one takes almost an entire shift. Mark expressed his frustration about having to do sixty-hour workweeks just to keep the place operational and stressed the importance of hiring more staff.[2]

In order to fulfill the need, Penning wrote to Bradberton directly, explaining the crisis at Star Control, in that it was never meant to handle so many robots at one time, and with increasing numbers of robots day by day. Penning asked for him to approve their requisition for new staff and maintenance requests as soon as possible.[3]
