Chief Scientist Quao was the leading Chinese scientist at the Fujiniya Intelligence Base.
Background[]
Quao was researching stealth technology. Due to supplies being diverted due to demand from Anchorage and other various war efforts, as well as the security team of the base killing half of the research personnel for not having the proper credentials on them, blame was shifted onto Quao for not meeting yearly development goals.[1]
