It is a small pile of poisonous dust from a dead mothman. During the Mothman Equinox, the Enlightened release this dust into the air, which causes the player characters to hallucinate. The voices in Observer Marlon's head have warned him that the dust may be harmful, but they also compel him to imbibe the substance.
