Jon McDougall was a United States senator before the Great War.

Background[]

Senator McDougall was a member of the Energy Conference Committee in Congress. He frequently argued with Senator Sam Blackwell, as McDougall was in favor of automation, while Blackwell was a supporter of workers' rights. This often led to very little being accomplished in the committee.[1]

By June 2077, Blackwell refused to meet with McDougall and did not respond to any of his messages, ignoring McDougall's offers for lunch meetings and deals with General Atomics.[2] In one particularly testy committee meeting, McDougall walked out of the room once Blackwell began a speech opposing automation.[3] Afterward, McDougall threatened Blackwell and told him to watch his back.

McDougall believed that Mooreland was right, and that Blackwell was looking to make enemies in the Senate.[4] A few days later, Perry Fisher reported to Blackwell that McDougall had hired private investigators to dig up dirt on him.[5]
