John L. Welch was a data analyst working on the renovation of the old tunnels of Harpers Ferry. The tunnels were later turned into the settlement known as the Burrows.

John had a long history with the tunnels, assigned to the same station for over 18 years. As part of the automation efforts that were commonplace in Appalachia, the tunnels were fully automated in 2075 and John was left without a job. Before leaving, John added an executable to the turret defense system in the sewers so that it would attack everyone in sight if it was set off. Calling it a "parting gift," John commented that it "would be a real shame" if someone "accidentally" activated it.[1]
