Jack was a thief and associate of Detective Francis Perry before the Great War.
Background[]
Together with his cousin and Sergeant John Reise, Jack sold supplies intended for distribution at the Boston Police rationing site on the black market. While Perry and Reise actually stole the supplies, Jack was responsible for fencing them.
Just before the Great War, Perry recorded a tape for Jack asking that he move quickly in selling the supplies they had stolen as Perry's partner McDonnell was about to bust their smuggling operation. After selling the remaining supplies, Francis proposed to Jack that they leave for New York while Reise took the fall for their smuggling.[1]
