Harland Elliot was a dean of overseer training at Vault-Tec University before the Great War.

Background[]

As the dean of overseer training and president of the overseer training advisory board at the Vault-Tec University, Harland Elliot was responsible for assessing senior theses by overseer candidates, managing vault simulations and fine-tuning the experiments they trialed beneath the soil of the VTU.

A dedicated company man, Elliot was devoted to the project of preserving the human race and expected nothing less from his candidates. This put him at odds with Liam Hornwright, whose lazy attitude and preposterous ideas for experiments grated on the dean's nerves. However, Liam's connection to the Hornwright family made any disciplinary action difficult.

Other students were much easier targets, allowing Elliot to deal with them at his leisure. Drew Collingsworth, for instance, was fast-tracked for an experiment not because his project showed imagination, but because the dean wanted to test the general willpower of individuals and how they react to deaths caused by food supply. This led to him to modify Collingsworth's awful proprietary food paste for his own ends.

Shelby O'Rourke on the other hand, was simply persistent and driven, and eventually managed to convince the dean to grant her funding to pursue her goal of finding cryptids to gain potential data for Vault-Tec, as to get her out of his hair.[1]
