The ghoul refugee is a survivor of the super mutant invasion in Necropolis around 2161.
Background[]
Mutants razed Necropolis after Set asked the Vault Dweller to wipe out the super mutants at the Watershed. This attack killed many ghouls and sent others fleeing, including this ghoul. Other ghouls also survived and stayed behind in Necropolis. This ghoul gives the player information about the mutant attack, but has no other interactions beyond this.
