Evan was a member of the Union in the Pitt.
Background[]
After the Foundry was taken by the Fanatics, Evan gave orders to Union guards to first fire warning shots at any Fanatics that were spotted near their positions. At least one of the guards disregarded Evan's orders, encouraging others to ignore them as well, since the Fanatics "wouldn't afford [them] the courtesy of a 'warning shot.'[1]
