It can be pickpocketed off of Private Stone in Camp Forlorn Hope during the quest Medical Mystery. Subsequently bringing it to Doctor Richards results in quest completion, 300 XP and NCR Fame.
Notes[]
Despite Hydra being contained in a soda bottle with three glass vials taped to it, the empty Hydra syringe resembles a standard Empty syringe.
