Donna Haley was a candidate for overseer in Vault 11 endorsed by the Human Dignity Bloc and United Vault Technicians Bloc.

She had been accused of adultery and being a communist sympathizer. She denied these rumors and also stated that she was very unqualified to serve as overseer of the vault. She stated to the population about her ineptness and the impending disaster that would come from electing her.[1]
