Basher is a member of the Blood Eagles in Appalachia.
Background[]
Basher participates in the Blood Eagles' raid on Vault 96. Though they are not part of Tally Lang's group trapped in the cyronics wing, when the intercom there is interacted with, Tally will ask if the person on the other end is Basher.[1]

Basher is mentioned only in Fallout 76, introduced in the Steel Reign update.
