"Flour" is a miscellaneous item in Fallout: New Vegas.
Characteristics[]
Due to the suggestive quotation marks and the nature of Jack and Diane's work, these bags of "flour" are most likely satchels of a powdery drug such as cocaine or methamphetamine, or perhaps a substance used to cut drugs, such as baking powder.
"Flour" has no use other than its novelty as a rare and somewhat humorous collectible.
