Today's Theory: Covenant originated from ex-Vault Dwellers.
As anyone who has played enough of Fallout 4 is aware, Covenant is a seemingly idyllic settlement in the Commonwealth. The settlers live good lives compared to other wastelanders, but they have a connection to Vault-Tec that is never adequately explained in the game. A theory that has been presented in the past is that Covenant was founded by people who left a Vault, and some fans have been even more radical to suggest that they are from Vault 101 specifically.
Evidence For:
•Covenant has knowledge of Vault-Tec's GOAT exam and questions, which is used in some Vaults to determine a person's occupation.
•Apparel worn by Covenant members in their underground compound came from Vault-Tec. Blythe's coat is the same assigned to doctors from Vaults, and faded Vault-Tec logos can be seen on the guards' armor.
•Within the compound are a number of posters originating from Vaults.
Evidence Against:
•Though Covenant knows of GOAT, they use it quite differently than it was intended. While it is normally used to assign jobs, Covenant uses an altered version of GOAT, SAFE, as a test to root out synths, believing that synths will only answer in specific ways.
•It is not unknown for Vault materials to leak into the Wasteland.
