Today's Theory: No-bark Noonan is a former Enclave scientist.
Anyone who has played Fallout: New Vegas has undoubtedly met No-bark Noonan, Novac's resident lunatic. According to him, his disability comes from brain trauma during a radscorpion attack. However, when speaking with No-bark he appears to be more intelligent and resourceful than he first appears. A minor theory fans have come up with is that No-bark was once a scientist in the Enclave before its fall in the West scattered the survivors.
Evidence For:
•The Mojave Wasteland is home to a number of Enclave deserters.
•No-bark has a great amount of caps compared to most other NPCs in the game. As his money clearly came from somewhere, it stands to reason that he either scrounges and saves very thoroughly or at a previous point had access to wide resources.
•Going off of the previous note, No-bark's profession as a scientist implies he had access to a formal education.
•No-bark is highly suspicious/wary of other people, even threatening some, and under the belief that people are after him. The NCR is, at the time of NV, still in the process of hunting down Enclave survivors.
•Based on dialogue in the Repconn quest, No-bark seems to have knowledge of Communist history and dislikes them.
•No-bark has many incorrect beliefs about life in the Wasteland.
Evidence Against:
•No-bark's inconsistencies about Wasteland life may solely be the result of his insanity.
•The West Coast has several factions that offer formal education besides the Enclave, and it's possible that he is instead self-taught.
•It is not uncommon for random wastelanders to know specific pre-war information.
•No other source corroborates the fact that No-bark is a scientist.
•Daisy Whitman, a confirmed Enclave deserter in Novac, never talks about No-bark also being one.
