What If: The Enclave was good?
Premise: In 2077, members of the Enclave, a shadow government of the United States, retreat to the safety of their oil rig base when the bombs fall. With the old world destroyed the Enclave make it their duty to rebuild America at any cost. As more information of the new world comes in, a significant number of members become disillusioned with the plans to kill the "impure", and a revolution ensues. With little casualties, the rebels execute those in favor of the drastic measures and begin preparations for bringing aid and order to the Wasteland. How would the Wasteland change with an Enclave focused on helping people? Which factions would still oppose the Enclave, and which would become allies? How would the Enclave act in it's new role as peacemaker and provider?

•All disputed events/info are post-2241.
•For the purposes of this scenario, we will assume the Appalachian cell stayed on it's course of actions, collapsed, and was never refounded by the Residents. We will also assume no other cell has yet been founded, all surviving members reside on the oil rig and approve the new plan.
•Remember that the above questions are simply recommendations. If you can think of anything else that would change in this alt timeline then you're welcome to say it.
