This is a great idea, but I have a few suggestions.
Firstly, for #2. Water should stay pretty much 100% light 10 blocks down, and then very slowly stop being so light. So 20 blocks down, it'll be maybe 75% as light, 50% 30 blocks down 25% 40 blocks down, or something like that. However, visibility should always stay the same (so it's much, much easier to see around underwater, especially with waterproof lanterns.)
For #5. If rivers ever get added, deltas around rivers abundant in clay and dirt would be great. Also, if the ocean floor is made really, really deep, then perhaps the abyssal plain could be made up of solid clay layer.
As a new block, I'd think that coral reefs would be great. However, what I would do is edit the appearance of regular stone, giving it splotches of colour to make it look like coral. Coral blocks underwater would spread to other stone blocks that are in enough light, which would give players better artistic probability. Perhaps coral blocks placed outside of the water could maintain the designs but have them greyed or something.
A degrading light level model could work, yes, but I prefer to have a nice, large view, so that building underwater would look much prettier. It should start degrading from 20 blocks.
And yes, deltas and rivers would work quite nicely in conjunction with oceans.
I want to see sharks similar to spiders but in the water. In brightly lit areas they're docile, but in deep, dark water and at night they're dangerous if you're not in a boat.
Also, this would go great with the octopus suggestion someone made earlier.

How about we have clear water in warmer Biomes since the biomes update. You know, Tropical water? In tundras and stuff, the water is very dark and blue. The rest is somewhere inbetween..?

i think that you're right. the water is uninteresting. i think that, similar to regular mining (the deeper you get, the more valuable the stuff gets), water exploration should get expanded.
ideas:
-reeds to breathe. i saw a topic like this and it can easily be included. by crafting 3 reeds, you make a straw. you can breathe through this straw and it allows you to breathe 2 blocks under water (2 blocks above your head). this would make water exploration easier.
-sack of air. a more advanced form of diving, you'd need something like a leather bag (crafted similar to a chest, but hides replace the wood blocks). then craft a reed to the bag. now you have a bag of air. effects: -increases buoyancy, increases amount of air bubbles you have (something like doubling).
-breathing apparatus. the most advanced form. it requires something like a filter (perhaps crafted from reed and some other things?). under water, it slowly "regenerates" your air bubbles. it does not allow indefinite diving but it's pretty close.
new boots: Fins.
using cow hide and sticks, you can craft flappy things for your feet (like divers have). doesn't grant armor, but doubles your swimming speed.
lantern. i believe this is something upcoming, but a lantern held in your hand should provide light underwater.
clay. indeed, increasing the abundance of clay as you go deeper is preferable.
sea weed. this could be something for crafting, but also it might look cool. and it's plenty on the ocean floor.
mud. new block, it's soggy (reduces walking speed). plenty of it on the ocean floor. perhaps as a semi-fluid.
fish. fish mobs. both friendly and hostile. perhaps a few "legendary" fish for increased awesome. something like a giant eel or a whale.
harpoon. new underwater weapon. extra damage under water. can be thrown and retrieved.
Redstone harpoon. by adding redstone dust to your harpoon, it glows in the dark. thus making it easily retrievable and act as a lightsource.
perhaps adding something like random gold or random chests to the floor, and sunken ships (or at least, ship-like chunks of wood?).

I agree with you. I've never gone farther than the coastline in my world, as there's not much out there to hold my attention lol. I'm on board with the diving helmet idea, made out of glass, should be easy to implement with the current armor system. When you wear it, say you get to stay underwater for an extended period of time (like 5-10 minutes instead of 15 seconds). Then, put some valuable resources (diamond, clay, redstone, maybe even new resources) at the bottom of the ocean, in caves and such (and have sharks and stuff defending them!). Finding the balance between how much you place in the ocean and how long you can stay under is crucial, or otherwise you'll have everyone in the ocean since it's so easy or no one since its so difficult.
I personally don't think you should be able to stay underwater forever, otherwise what would the difference be from the surface? This adds a new dynamic to the game.
Definitely a good idea, I'd take part in the underwater craze if this was implemented!
I totally agree, although I think some of the game's "limitations" are really hitting this post hard. Yes, we need it, but as far as I understand Notch has a tough time programming some of this stuff. Just think of how many blocks he might encounter (no pun intended xD) while trying to adjust some of the light engines, water physics, etc...
So, how about we help him out with the skins and stuff? Maybe we can take a little load of his back, for he only has 6 or 7 people in his company/business thing!
