Not enough changes were made to address all the issues listed by the previous reviewer.

Check the already live theme for reference and also read the requirement guidelines.

@kafleg referring me to the handbook is completely unhelpful and quite frankly a lazy response. If you're suggesting not enough has been done to resolve the issues identified by the previous reviewer then you must be looking at specifics. Your role as a reviewer is to educate developers on how to improve their submitted themes, not to send them off wandering around in the dark. I request you provide specifics as as to why my theme does not meet the appropriate standards?
