Unfortunately, I cannot provide detailed pieces of information about the ticket since confidentiality and non-disclosure are two important principles of VTR tickets.
However, French Wikipedia has a real name policy (fr:Wikipédia:Nom d'utilisateur connu). To sum it up: since User:Polaccomichel's identity is checked, then fr:User:Michel Polacco can no longer 'impersonate' or claim to be fr:Michel Polacco, that's why his claim has been erased (diff) and has to be renamed.
Usually accounts are 'forced' to rename themselves but given the account is inactive, it has to be renamed another way. LD (talk) 13:18, 6 February 2024 (UTC)

Not done @LD, I am declining this request because the account has been inactive for the last 7 years, and if it gets renamed to another username, they will likely fail to log in again, making it hard for them to understand what happened to their account. @Tomlovesfar, I'm sorry, but we have no way to verify that the target account is yours, and even if it is, it doesn't change anything as we prefer to grant requests only from reasonably well-established users to ensure that usurped usernames are put to good use. However, you have been active with your current account for the last 30 days, and I can see many warnings on your English Wikipedia user talkpage. So, I think you should spend some more time and come back later when you have a well-established account. I am leaning towards declining these two requests as we have not received any response in a reasonable amount of time. The similarities in these two requests/accounts suggest that they are owned by the same person. I believe they should disclose any alternative accounts they may have before requesting a rename. Proceeding with renaming would completely hide the similarities, potentially violating the rename policy, which states: 'The user is not seeking the rename to conceal or obfuscate bad conduct.'
