I note that the Foundation's Universal Code of Conduct explicitly enshrines the right of trans people to be referred to by our post-transition names, and strongly urge someone to reverse this decision to comply with the Foundation's explicit policy. A concern was expressed to the English Wikipedia Arbitration Committee privately that the ban at en-Wiki is invalidating this request, but we have discussed the matter and do not see it as a roadblock to enacting it, assuming all other metrics are acceptable. You didn't read the fine print in the Terms of use: "An alternative paid contribution policy will only supersede these requirements if it is approved by the relevant Project community and listed in the alternative disclosure policy page."   Thank you for reopening and adding the username that was requested. Commons isn't really spam-friendly, but there are various organizations (national archives, government agencies, museums, etc) who contribute media and Commons doesn't want procedural blocks or bureaucracy for them. Commons is different from most projects in that sense, there is no NPOV policy there either because it wouldn't make sense.   @Jeff G.: I can only refer to what I wrote when I denied the request, namely that their current block on the English wiki wasn't only due to a promotional username, but also due to their edits, which were considered POV and promotional. I further interpreted the user's reason as stated in the request as that they weren't going to abstain from the POV activities that caused the block. It seems that Hulalup doesn't want to use their previous name because it revealed too much about the person. If they email you the previous account and then you rename that account, wouldn't that then reveal the very thing they're trying to hide? kyykaarme (talk) 10:22, 19 December 2021 (UTC)

  I think at this point it would be easiest if Hulalup just abandons the username and registers a new one. They've made 10 edits in 18 months, and this renaming process has more edits than that.   That's probably for the best. I only commented here because I don't think that the global renamers should ask users for information about their previous or alternate accounts. It should be up to the local projects how they deal with clean starts, alternate accounts etc. (In this case there were additional "worries" but that was after Jeff G. had asked for the previous/main account.) It also wasn't clear to me what Jeff G. was going to do if Hulalup had sent the information to him by email. kyykaarme (talk) 08:34, 23 December 2021 (UTC)

  What I would do depends on how dirty the previous account(s) was/were globally. Hello. I am requesting to usurp three of these four usernames (traditional Chinese, simplified Chinese, Japanese hiragana, Cyrillic script) as doppelganger accounts — I am using these transliterations in my signature and wish to redirect them to my user page in multilingual wikis. The second account does not exist but I cannot create it because it is the simplified version of the first. I'm not sure if I have to create accounts which can then be renamed, or if you can just rename these accounts so I can create new accounts with these usernames. Thank you!
