Set a toggle in profile to suppress fetching default and foreign suggestions from Translation memory

Description
Currently if you open the editor to edit a original, default a fetch via XHR is done for the default locale and other locales. That takes time and is most of the time not accurate for most locales. So it would be great if a toggle in your profile could be set to disable both XHR fetches
