Photo search returns results for photos that have not been approved

Description

Searching for tags in the photo search related to a "Pending" (unapproved) photo returns results for photos that are not approved.

To replicate, find a photo that has not yet been approved and search for one of the tags. Photo will show up in search results (logged in and logged out).
